He was just dropped in my league b/c they didn't have any room to sign bye week fill ins. I was wondering if he was worth a pick up and if so who should I drop?

I would pick him up, I would probably drop Donnie Avery for him.

I was trying to pick him up but instead of it going instantly it put in a waiver request. This is my first year playing fantasy football and this my sound like stupid question but last week I thought for sure I dropped a player and then added one instantly on friday. Am I doing something wrong?

No, you're not doing it wrong. When a player is dropped, he goes on waivers which means that there is a delay period where he cannot be picked up. This would give others in your league a chance to pick him up during your regular weekly waiver process. If a player sits on the waiver wire past that process, then they become a free agent (FA). FA's can be picked up immediately. That's probably how you were able to pick up someone right after dropping another. Right now look at your player list. Anyone designated FA should pick up right away until Sunday when the games begin.

Check your league rules, he may go off the ww on Saturday or Sunday and be a FA prior to the games. The date he clears waivers is listed in () in my league.

You're right, I checked and he has (Oct 21) after his name. Does that mean I can pick him up tomorrow and it be instantly?

Yes, but remember that if anyone puts in a ww request for him, they will get him prior to him becoming a FA.
