If I have to do a coin flip I then go with the RB who stands to touch the ball more.

I go with Hawkins. Better matchup and with Armon Binns very questionable, Hawkins could get a few more looks than normal. Powell has a poor matchup and while I usually prefer RB's to WR's, Powell is very unproven. He could be 6 carries for 12 yards this week. He has a very small body of work to look at.
