Brown also is the 3rd down back now and Norv seems to trust him in those situations, so he has limited current value without Mathews being injured. Battle may get the goal line work.

It doesn't matter! They can't run the ball well with whoever is carrying the ball. Brown has value since he is the 2nd leading receiver on the team (35) behind Floyd (38). I would look elsewhere for a RB unless you are trying to backup Mathews.
